वर्गीकरण नभएका जग्गा दृष्टिबन्धक, धितो राख्न मन्त्रायको आदेश
भूमि व्यवस्था, सहकारी तथा गरिबी निवारण मन्त्रालयले जग्गा वर्गीकरण नभए पनि बैंक तथा वित्तीय संस्थामा जग्गा दृष्टिबन्धक धितो राख्न मन्त्रालयका मातहतका निकायहरुलाई निर्देशन दिएको छ । सर्वोच्च अदालतको अन्तरिम आदेश बमोजिम तत्कालका लागि वर्गीवरण बिना नै धितो बन्धक राख्नको लागि निर्देशन दिइसकिएको मन्त्रालयका प्रवक्ता जनकराज जोशीले बताए । उनका अनुसार मालपोत कार्यलयहरुले मन्त्रालयको निर्देशन बमोजिम काम सुचारु गरी सकेका छन् ।
मन्त्रालयले गत जेठ २७ गते मन्त्रीस्तरीय निर्णय गर्दै जग्गाको वर्गीकरण नगरी बैंक तथा वित्तिय संस्थामा जग्गा दृष्टिबन्धक तथा धितो राख्न नपाउने व्यवस्था गरेको थियो । भू-उपयोग नियमावली अनुसार मन्त्रालयले तत्कालका लागि खेतीयोग्य र गैरखेतीयोग्य जमिनमा वर्गीकरण गरेर मात्रै जग्गा धितो राख्न पाउने आदेश दिएको थियो । तर, मन्त्रालयको सो निर्णयले विदेश अध्ययनका लागि जाने विद्यार्थीदेखि व्यापारीलाई समेत असर परेपछि मन्त्रालयविरुद्ध सर्वोच्चमा रिट दायर भएको थियो । रिटमाथि भएको बहसमा अदालतले मन्त्रालयको आदेशले मानव अधिकार हनन भएको बताउँदै सो निर्णय रोक्नका लागि अन्तरिम आदेश दिएको थियो ।
